I think the chaos we're going for is much more subtle now than people and demons fighting in the streets. At least, it's how I've been thinking about it. In order to seperate chaos and fighting in the streets, I've been thinking that the chaos can be this thing that is on a fundamental level. Like a closed system in Thermodynamics. Entropy will increase. Uniformity will increase. Demons and humans will really start to become indistinguishable. The chaos is what causes Fred's soul to re-emerge, for it to mix with Illyria, threatening to destroy both. The chaos causes strange things to happen to demons and humans, making them more alike. Stuff like that. BTW, I'm not a physicist, but I think I'm getting this entropy stuff right. So the Powers would be causing fighting between humans and demons, but it's not chaos. There's order to it. humans and demons are on opposite sides. That's pretty much what I was thinking too. It should be so subtle at first that they don't even notice anything is wrong.

So subtle that at first, all the mixing of humans and demons looks like a big crime wave kind of thing? Cause I'm thinking the best way to actually show chaos and "the rules breaking down" is an increase in crime. This also would include a fairly normal person turning into a cold blooded killer, as well as an evil demon performing a good deed.
But there are other ways too - natural laws could somehow start to change too.

This also would include a fairly normal person turning into a cold blooded killer Seems like every day we have more reasons to do that episode about the human serial killer. I also like the idea of this murderous demon doing a good deed. Don't know where it could fit in but it might be a good idea.

I wasn't in love with the idea of a serial killer until I realized that a woman serial killer is so totally out of the ordinary that it's a perfect metaphor for someone doing the opposite of what you expect.
Same with an evil demon doing a good deed. If you had both those actions in the same episode it would be a good starting place for the discussion on chaos and balance.

I love the idea of the soul detector! Very cool.
I also think laws of nature turning on their head could be fun. Maybe more of a funny episode.

We've got a three-pronged season on our hands. That's complicated, but we can do it.
1) The Powers That Be The Powers want balance. They want to keep the fight between good and evil going because that is what gives them their power. It's what keeps them on top. They make us fight so that the hierarchy stays in place. Their plan is to use Tobit and the Demon Shelter to incite hatred towards humans (by ensouled demons), eventually starting a war with humans. That's how they are going to restore the balance.
2) Chaos The chaos this season is working on a fundamental level. Demons and Humans are taking on characteristics of one another. They are blending in a way, becoming more alike. The chaos is creating uniformity between demons and humans. Likewise, it is the reason Fred's soul begins to re-emerge in Illyria, blending Fred and Illy until both will be destroyed.
3) Grace's "Plan" Grace rebelled against the other Powers and made herself human so that she could help Angel move the world towards this Good Apocalypse. She is the one that made Angel take on the Senior Partners. She is the one that caused the Chaos. So what is her plan? How will this Good Apocalypse come about. How will she and Angel bring it about? How will they Chaos come in handy?
This seems like something we should be answering next.
